DESCRIPTION:One of the north shore's most visible and outspoken legislators\, U.S. Congressman Mark Kirk will address the business community at a multi-Chamber luncheon.Currently in his fifth term\, Rep. Kirk represents the 10th District\, which stretches along Lake Michigan\, from Waukegan to Wilmette and includes nearly 700\,000 constituents. Kirk is a member of the powerful House Appropriations Committee and is co-chairman of the Tuesday Group\, a caucus of mainstream Republican Members working to advance a suburban agenda. Kirk is expected to comment on his work to reduce the massive borrowing of the federal government and his efforts to lower health care costs and boost health insurance access for small businesses throughout the country. Kirk is an avid supporter of measures to improve transportation initiatives\, particularly mass transit. He has supported legislation to secure funding to expand the Chicago area's Metra North Central rail line and fund mass transit from O'Hare to the western suburbs. He has urged the state legislature to pass a capital projects program\, in order to take advantage of $2.7 billion in matching federal funds for CTA\, Metra and Pace projects. In addition to legislation to require fiscal responsibility and transparency in federal government\, Kirk supports a balanced budget and earmark reform. He also has led the effort to clean up Waukegan Harbor\, reduce mercury in Lake Michigan\, restore the Great Lakes and preserve open spaces.  Kirk is a Naval Reserve intelligence officer who served during conflicts with Iraq\, Afghanistan\, Haiti and Bosnia. He flew on missions over Iraq and continues to serve one weekend a month in the Pentagon.         Kirk graduated cum laude from Cornell University. He holds a Masters Degree from the London School of Economics and earned a law degree from Georgetown University. He resides in Highland Park.
